Problem/solution paper

The problem is citizens unable to receive mental health care. This has to be backed up with research indicating that this is a current problem. Then explain why it is a problem. Two objectives are financial hardships (lack insurance, state mental health care budget cuts), and unavailability (not enough mental health professionals). Last, provide a solution. California saved $3 million to grant different counties towards improving healthcare by reducing theft and drug charges to misdemeanors, in return releasing low-level offenders in overcrowded prisons, which allowed them to save. Use it as a possible solution. Everything must be backed up by sources such as professional opinions or other research. MUST use either the Rogerian Argument or Toulminian Argument style writing.
