In any case, your focus should be on the legislative process: how food law is made, using your particular topic as the vehicle for investigation. What is the spectrum of science on this topic?
What is the spectrum of public opinion on this topic?
What is the current law, and how well is it enforced?
What are the political and economic influences on the relevant science and law?
What do you think the law should be?
